ASEAN remains a bright spot and key area for project finance, and recent developments highlight the commitment of varied actors in bridging the region’s infrastructure gap. In 2015, the Asian Development Bank (ADB) pledged to increase the annual amount it lends for infrastructure and project financing to $18 billion, a 40 percent increase from their current spend. The infrastructure funding gap across the ASEAN, however, remains significant, with estimates putting the shortfall at $3 billion to $8 billion by 2020.

This funding shortfall, combined with the necessity of infrastructure projects across Southeast Asia, creates space for a more diverse range of players and allows alternative financing to play a larger role.

Howard S. Brooke 
Assistant General Counsel, Asian Development Bank 

Mr. Brooke joined the Office of the General Counsel of ADB in 2001 and is currently the Assistant General Counsel for the private sector operations of the Asian Development Bank. In that role, he manages a growing team of internal counsel who are exclusively dedicated to providing advice to ADB on its $9 billion infrastructure/banking/private equity book and its PPP operations. Mr. Brooke is also a New Zealand-qualified lawyer. Mr. Brooke has been based in Asia since 1987 and in the Philippines since 1998. 

Frederic Thomas 
Senior Investment Specialist, Private Sector Operations, Asian Develompent Bank 

Frederic Thomas joined the Asian Development Bank in late December 2009 as a Senior Investment Specialist (PPPs) in the newly-established Public-Private Partnerships Advisory Services team of the Private Sector Operations Department. Mr. Thomas is a project finance professional with over 20 years of international infrastructure financing experience. Prior to joining the ADB, he was a Director (Infrastructure) at the monoline insurer FGIC in London where his responsibilities included origination and execution of primary and secondary infrastructure/PPP and utilities transactions in the UK and Continental Europe. During 2007, he also was a member of FGIC's Project Finance and Utilities Senior Credit Committee. One of the notable transactions he closed while at FGIC was in respect of the 37.5 year £468m, bank/bond issuance for the Peterborough Hospitals in the UK. Prior to this, he was Funding Manager at Network Rail (owner and operator of the national rail infrastructure in Great Britain) where he worked on the £22bn whole-business securitisation of Network Rail’s principal sources of income, which ended-up restructured as a quasi-Sovereign backed Debt Issuance Programme. He also worked for seven years at Deutsche Bank and Morgan Grenfell’s Project Finance Department in London, Singapore, and finally in Madrid where he was a Vice President and Head of Project Finance for Spain & Portugal. During his time at Deutsche Bank, he worked on the first PFI/PPP transactions in the Health, Defense, Water and Transport sectors in the UK, power and transportation both in the UK, Continental Europe Latin America, and Asia (where he worked on various debt restructurings and opportunistic equity acquisitions in 1998/99 in the midst of the Asian Crisis). Mr. Thomas is a national of France. He obtained his Master of Business Administration from EM Lyon Business School, France in 1993, and Diplôme d'Ingénieur (Chartered Engineer) from Ecole Nationale Supérieure d’Ingénieurs de Caen, France and a University Diploma with Merit in Communications Engineering from the University of Kent at Canterbury, UK in 1992.

Adolfo Dindo Abueg
Co-Head of Project Finance, Asia-Pacific, Korea Development Bank 

Dindo Abueg is a senior corporate banker with about 20 plus year background in Project and Structured Financing.  He is currently based in Singapore and is responsible for building the Project Finance franchise of KDB in overseas markets.  Prior to KDB, he was with Natixis as Director for Structured Export Finance for South and South East Asia and with WestLB as Executive Officer and Director for the Energy and Infrastructure group.  He also worked with Deutsche Bank and BNP Paribas in various roles as a Financial Adviser or Lead MLA.   Dindo started his career with Gas Ventures Advisers, a British Gas subsidiary that develops gas-related projects.  Adolfo has a Master’s in Public and Private Management from Yale University, USA.

Luca Tonello 
Head of Project Finance Asia and Deputy General Manager, Investment Banking Department, Sumitomo Mitsui Banking Corporation (SMBC) 

Luca has more than 15 years of experience in arranging transactions and advising clients in energy, natural resources and infrastructure, of which seven years were spent in the Asia Pacific region and based in Singapore and Tokyo. He heads the project finance team of SMBC in Asia, one of the most established and respected in the region. Before moving to Singapore in 2008, Luca was a Director in the Natural Resources team of RBS in London during 2006 to 2008 and was involved in a number of financings in the oil & gas sector in Africa and the Americas. He started his career with GE Capital in London. Luca holds an MSc (Hons) in Energy and Mechanical Engineering from the University of Turin (Politecnico), Italy, and a Master in Finance from the London Business School. He is a member of AIPN and APLMA.

Kiyoshi Nishimura
Chief Executive Officer, Credit Guarantee Investment Facility (CGIF) 

Mr. Kiyoshi Nishimura is the Chief Executive Officer of the Credit Guarantee and Investment Facility (CGIF) and a member of CGIF Board of Directors since October 2011.  Mr. Nishimura, a Japanese national, has extensive experience in development banking and international finance before joining CGIF.  Along with his work at the European Bank for Reconstruction and Development as acting director of its Financial Institutions Business Group, Mr. Nishimura has also held senior positions at the Japan Bank for International Cooperation, Export-Import Bank of Japan and the International Monetary Fund.  CGIF, a new multilateral facility, provides guarantees for local currency denominated bonds issued by ASEAN+3 companies, with the aim of promoting economic development, stability and resilience of financial markets in the region.  CGIF is a key component of the Asian Bond Markets Initiative of the ASEAN+3 cooperation. 

Jerome Ortiz 
Director Project and Export Finance, Asia, Standard Chartered Bank 

Jerome is a Director within the Asia Project & Export Finance team, based in Singapore. He brings to the team more than 10 years of experience in project finance and advisory globally, primarily focusing on the power, renewable energy and infrastructure sector.

Jerome joined Standard Chartered in London in 2006 where he has worked on successful project finance and M&A advisory deals within the power and renewable energy sector globally. He subsequently joined the Singapore team in 2011 where he has recently been leading various prominent advisory and arranging transactions in the Philippines, Indonesia and Vietnam. Prior to joining Standard Chartered, Jerome worked at Bank of Ireland in Dublin and Societe Generale and Paris. Jerome has an MSc in Finance from the University of Grenoble in France. 

Mark Rathbone 
Asia-Pacific Capital Projects and Infrastructure Leader, PwC 

Mark Rathbone is PwC’s Asia Pacific Capital Projects & Infrastructure Leader and is part of the Global CP&I Leadership team. Mark has more than 20 years of experience and he has lead responsibility for the CP&I team in ASEAN. Mark has advised on a range of transactions across the Infrastructure, Project Finance and PPP market, including transactions in Energy (gas/oil storage), Power and Renewables, Defence, Health, Accommodation, Transport, and Sports sectors including secondary market transactions and debt raising.

Ray Tay 
Vice-President and Senior Analyst, Project and Infrastructure Finance, Moody's 

Ray Tay is a Vice President - Senior Analyst in Moody's Project and Infrastructure Finance Group, based in Singapore. He covers ports, airports, utilities and other infrastructure credits in China, South and Southeast Asia. Before joining Moody's, Ray was a Director with the Global Infrastructure & Projects Group in KPMG. In this role, he advised public and private sector clients on a variety of infrastructure projects in Asia Pacific and the Middle East. Prior to that, Ray worked as a Senior Business Analyst with the Singapore Power Group, focusing on regulatory economics in each of its principal local operating subsidies. Ray holds a Bachelor's in Economics with honors from the National University of Singapore.

Edwin Syahruzad
Director, PT Sarana Multi Infrastruktur (Persero) 

Mr. Edwin Syahruzad has been apointed as Director of the Company since August 2014 pursuant to the Ministry of Finance Decree No. 389/KMK.06/2014 dated 19 August 2014. He serves as Director of Financing and Investment, managing the Company's Financing and Investment, as well as Facility Monitoring, Administration and Custody activities. He joined PT SMI since 2009 as an Executive Vice President/Division Head of Financing & Investment 1. Before joining the Company, he served for 9 years in several positions in PT Danareksa (Persero) with the latest position as Director at PT Danareksa Sekuritas. In addition, he worked as an Analyst at PT Penthasena Securities (1996-1999), PT Amsteel Securities Indonesia (1995-1996), The Industrial Bank of Japan, Jakarta Branch (1993-1995) and as Audit Committee Member, PT Timah, Tbk. (Persero) (2011-2012). He earned his Bachelor's Degree in Economics from University of Indonesia in 1993. 

Agung Wiryawan
Director, PwC Indonesia 

Agung Wiryawan is a Director in PwC Indonesia. He has handled various projects across infrastructure sectors in Indonesia, including power, water, and transport. His expertise includes financial structuring, bid advisory, public – private partnership (PPP), financial modelling, project appraisal and funding solution. He has worked with key Indonesia’s infrastructure stakeholders and players, including private companies, state – owned enterprises, Government agencies, and financiers. He’s been involved in a number of successful PPP projects in Indonesia, which includes Umbulan Water Project and Palapa Ring broadband project. 

Jeremy Saw 
General Counsel, InfraCo Asia 

Jeremy Saw leads and manages legal, risk and compliance at InfraCo Asia; a donor-supported infrastructure developer and sponsor for ‘additional’, socially responsible and commercially viable infrastructure projects in developing countries across South Asia and South East Asia.  Jeremy has diverse experience in the infrastructure and energy sectors across the Asia-Pacific, and has worked throughout the entire project lifecycle on project development, corporate transactions, project finance and construction.  Prior to InfraCo Asia, Jeremy was Senior Associate at Baker & McKenzie, a global law firm, working from bases across Australia, Indonesia, Malaysia, Myanmar and Singapore and covering projects across the Asia-Pacific region. Jeremy has also acted as regional in-house legal counsel at BP, a global oil major, where he was responsible for providing legal solutions across various ASEAN downstream businesses. Jeremy holds Bachelor of Laws (Hons), Bachelor of Commerce and Diploma in Modern Language qualifications from The University of Melbourne, and is compliance certified by the International Compliance Association, in association with Alliance Manchester Business School and the Institute of Banking and Finance. 

 

Clive Kerner 
Chief Executive Officer, Clifford Capital 

Clive Kerner has been CEO of Clifford Capital since its inception in 2012. He has 30 years of emerging markets finance experience. Before joining Clifford Capital, he was CEO of Linq Asia Capital AG, a finance company focused on junior debt investments in South East Asia. Prior to this, he worked in a prominent Asian family office in Singapore and Jakarta. He previously spent 20 years in investment banking with Dresdner Kleinwort Wasserstein (“DrKW”), where he was latterly Head of its Asian Utilities and Infrastructure business. Mr Kerner is also a non-executive Director of Singapore LNG Corporation Pte. Ltd., Changi Airports International Pte. Ltd., Pierfront Capital Fund Management Pte. Ltd. and Pierfront Capital Mezzanine Fund Pte. Ltd respectively.

Mitesh Patel, Managing Director, Black & Veatch 

Mitesh is Managing Director of Black & Veatch’s Transaction Advisory services covering Asia and MENA region. He helps investors, developers and banks connect capital to infrastructure projects in Asia and maximize their return on investments. With more than 23 years of experience across the life-cycle of power projects, from project development to asset management, Mitesh has worked in Asia and MENA across all power technologies including combined cycle gas turbines, supercritical coal-fired plants and renewables. Mitesh has prior worked with General Electric, Shell, China Light & Power and Reliance among other major energy companies.  He holds MBA from NUS Business School and Bachelors in Electrical Engineering from Karnataka University in India.

Stanley Park, Managing Director and Head of Legal, Scotiabank

Stanley Park is Managing Director and Head of Legal - Asia Pacific Region for Scotiabank's Global Banking and Markets Division. He is based in Singapore and is responsible for all legal matters across the region, including China, Japan, Korea, India, Australia, Malaysia, Hong Kong and Singapore. Among other responsibilities, Stanley provides (i) transactional advice and support to the Bank's businesses related to capital markets, investment banking, commodities, corporate lending/trade finance and global transaction banking; (ii) regulatory advice and support re the Bank's businesses; (iii) management of litigation and disputes; (iv) advice and support to the Bank's internal or proprietary functions (including proprietary investments, HR matters, Finance); and (v) participation in corporate governance or oversight. Prior to joining Scotiabank, Stanley was with Cleary, Gottlieb, Steen & Hamilton and Coudert Brothers in NYC, from 1992 - 2001; with Salomon Smith Barney and UBS Securities in Tokyo from 2001 - 2007; with DKR Oasis, as Chief Compliance Officer, in Hong Kong in 2008; with Barclays Global Investors, as General Counsel, in Tokyo from 2009 - 2010; and with Daiwa Capital Markets, as Senior Legal Counsel, in Singapore and Hong Kong from 2011 - 2014. Stanley graduated from Princeton University with a Bachelor of Arts degree in Economics in 1985 and received his law degree from the Harvard Law School in 1988, where he served as an editor of the Harvard Law Review.  Stanley has been a member of the New York State Bar since 1994.

Sanjay Singh 
Vice-President, Business and Financial Services, Asia-Pacific, Frost & Sullivan 

Sanjay Singh is the Vice President of the Business and Financial Services (BFS) division for the Asia Pacific region and is based in Singapore. Sanjay is responsible for business development activities and overseeing the BFS consulting engagements. These include the custom consulting projects such as commercial / market due diligence, competitive benchmarking, and development of business plans, M&A support, and independent market research (IMR) for companies raising funds through IPO. With over 20 years of research and consulting experience, Sanjay’s background allows him to offer comprehensive, strategic, economic and financial, industry-focused solutions to multi-faceted organizations from diverse industries.

Samantha Campbell 
Partner, Hogan Lovells 

Samantha Campbell is an English qualified Partner in our Asia Infrastructure, Energy, Resources and Projects Group.  She  shares her time between our Singapore and Vietnam offices, where she heads the practice. Samantha has nearly 20 years' experience helping clients with structuring, financing and implementing complex transactions in ASEAN, Africa and the CIS  (ex-Soviet Union). In this region, she has worked on a number of significant and first-in-type transactions, including in the oil & gas and power sectors, in the area of public infrastructure development (expressways and water), and in connection with restructurings. From these experiences, she has developed a keen sense of how to deliver practical advice for international clients against a backdrop of developing regulations and practice.

Alex Wong 
Partner, Hogan Lovells Lee & Lee 

Based out of our Singapore office, Alex Wong brings close to two decades worth of experience in the energy and infrastructure space in Singapore and around Asia. Although the majority of his work has been focused in the water and energy sectors, he is equally appreciated for his work in wider infrastructure sectors, including transport and environmental infrastructure. Alex has helped clients navigate structuring, documentation and regulatory challenges in greenfield and brownfield projects from some of the most demanding jurisdictions across Asia. Being both Singapore and English law qualified, Alex has worked on some of the most complex power and infrastructure projects across the region and has had extensive experience in Singapore, Malaysia, Indonesia, the Philippines, Vietnam, and Mongolia.

Minerva Lau 
Asia-Pacific Editor, Project Finance International 

She joined PFI in late 2000 and has been covering both the international and the fast-growing domestic bank debt markets for projects in the energy, infrastructure and industrial sectors in Southeast Asia, North Asia and more recently also the rapidly expanding markets in the Indian subcontinent.  She also produces comprehensive special reports on Asia Pacific and on India, and writes and commissions articles on energy and infrastructure.  Prior to PFI, Minerva spent five years with Thomson Reuters publications International Financing Review (IFR) and its regional counterpart IFR Asia. She covered the active syndicated loan market and debt restructuring activities in Southeast Asia, including during its crisis in 1997-98.  Her career as a journalist started at Nihon Keizai Shimbun (Nikkei), becoming the first non-Japanese reporter outside Japan. Minerva wrote about the activities of the Japanese businesses as well as major financial and economic developments of the countries in the Southeast Asian region. During the Nikkei years, she was heavily involved in the interviews of many senior government and corporate leaders including those in Singapore such as Lee Kuan Yew, Goh Chok Tong, and the current Prime Minister Lee Hsien Loong.  Minerva attended the University of the Philippines, holds a Bachelor of Economics degree from Kyoto University, Japan and obtained a MA Asia Pacific Studies from Leeds University, UK.
