National Privacy Commission
 
Ivy D. Patdu is currently the Deputy Commissioner of the National Privacy Commission. She is a physician, lawyer and health privacy advocate. Before joining the Commission, she worked with the National Telehealth Center of the University of the Philippines-Manila in establishing legal frameworks for Telemedicine, use of electronic health records, and other eHealth initiatives. She is a member of the National Health Data Privacy Experts Group of the National eHealth Program,assisting in the development of the Privacy Guidelines for the Philippine Health Information Exchange, one of the first sectoral privacy regulation in the country. Her previous areas of practice include risk management for healthcare providers, medico-legal and health policy development.
 
 
Atty. Francis Euston Acero

Mr. Acero holds a Bachelor of Arts from the University of the Philippines and a Juris Doctor from the Ateneo De Manila University School of Law. Mr. Acero is lawyer, having joined the Philippine Bar in 2008. Mr. Acero is also a member of the faculty of the Far Eastern University Institute of Law and the Pamantasan ng Lungsod ng Maynila Law School. Prior to his most recent stint in government, Mr. Acero was a partner at Abad Alcantara Acero Law from July 2015 to July 2016, where his practice focused on technology, media, and telecommunications. Mr. Acero is a co-founder ofDemocracy.Net.PH and the Philippine Internet Freedom Alliance, and is part of the policy team of the Philippine chapter of the Internet Society. Mr. Acero has also worked as a member of the Board of Directors and Corporate Secretary of Board of Directors of the Philippine Electronics and Telecommunications Federation. Mr. Acero has appeared before the Senate and House of Representatives on Internet speeds, and has worked on the regulations for the proper measurement of broadband and mobile internet speeds before the National Telecommunications Commission. Mr. Acero was also part of the Senate Technical Working Group on what would become Republic Act No. 10844, which established the Department of Information and Communications Technology.

Over 40 years working experience in the Information Technology Industry. Held various supervisory and management positions in both marketing and technical support. Has experience in project management and consulting, application design, systems integration, systems implementation, project management, 0business continuity and disaster recovery planning and implementation, and information system security planning and implementation. Has experience in conducting organizational, policy/process, and technical review of IT Systems. Has experience in market research and business modeling and planning. Has done and continues to conduct research on policy formulation relating to the Internet and Electronic Commerce environment, including participating in the drafting of rules related to the implementation of the Electronic Commerce Act. Has been a speaker, workshop facilitator, delegate, or participant to various local and international roundtable discussions, seminars, workshops, and conferences organized by local and international bodies, including the Asian Development Bank, the World Intellectual Property Organization, the Asia-Pacific Telecommunity, the World Trade Organization, the United Nations Development Program, among others.

My practice is focused on Privacy and Technology Law. While this practice area is fairly new in the Philippines, I have been engaged in aspects of these practice areas when I started to become active in Digital Rights Advocacy. Since 2012, I have worked toward advancing the freedoms guaranteed under the Bill of Rights in cyberspace.  Since 2013, I have been closely involved as well in the aspects of legal compliance and documentation of technology projects. My experience ranges from the early stages of requirements documentation for the project, contract review, and up to the implementation and rollout phases. I worked closely with operations and technology people to help them marry the law with code. Aside from these, I have proven experience in the following areas: Corporation and Securities, Taxation, and Insurance industry Laws. I also have significant background in Corporate Governance, having served as Corporate Secretary of the top local companies since 2010.
 
 
Genalyn Macalinao
Department of Information and Communications Technology (DICT), Philippines

Ms Genalyn B. Macalinao is with the Cybersecurity and Enabling Technologies Office of the DICT, Republic of the Philippines. A technology researcher and writer, she is mostly interested in the fields of information and communications technologies, digital strategies, creation of secured internet of things (IoT) systems, and cybersecurity strategies, among others. Her work urges a shift in mindset, from a fixed notion of cybersecurity assurance as an inevitable “cost” to an “investment” to produce safe and secure products and services and to increase corporate values and international competitiveness. Her project, the National Cybersecurity Plan 2022 was published in May 2017. Past projects include the Philippine Digital Strategy 2011-2016 Assessment, precursor to the National ICT Development Plan 2017-2022. She holds a Bachelor of Science degree in Computer Science and is a former professor in the field of IT.
